Three independent sources in the Ministry for the Development of the Far East and the Arctic and one senior employee of a major Russian bank told the publication about a secret deal between Moscow and Beijing: the Russian Federation transfers to China for a long-term lease (actually for 99 years) more than 1,2 million hectares of land in the Primorsky, Khabarovsk Territories and the Amur Region in exchange for irrevocable financing of the war in Ukraine in the amount of at least $38 billion in 2025-2027. «These are no longer loans, this is a direct calculation of land,» says the first source from the Ministry for the Development of the Russian Far East. - Officially, everything is formalized as «investment projects of the PRC in agriculture and logistics», but in fact it is the sale of territory. The Chinese get land, forests, rivers, and even the right to build gated communities with their own jurisdiction.» The second source shows an internal document marked «Top Secret»: 1. 480 thousand hectares in Primorye under the «grain cluster» 2. 370 thousand hectares in the Khabarovsk Territory for a «logistics hub» 3. 380 thousand hectares in the Amur Region for «animal husbandry and processing» «For every billion dollars - about 30-35 thousand hectares. The price per hectare is symbolic - about $ 30 thousand, while the market price in those places is from $ 150 thousand,» the third source clarifies. A fourth source from the banking sector: «The money has already started to arrive. The first tranche of $8.4 billion came in October through a chain of offshore companies. These funds were directly used to pay for Iranian drones, North Korean shells and salaries for the mobilized. Everything is framed as «Chinese investment in joint projects».» Press service of the Ministry for the Development of the Russian Far East: «There are no transactions for the sale of land to foreign countries. Everything is ordinary investment agreements within the framework of intergovernmental agreements.» The Chinese Embassy in Moscow declined to comment. One of the sources, who spoke on condition of anonymity, added: «In 20-30 years, there will already be Chinese cities with Chinese schools and Chinese police.
